Rebar Bender Shipment Notes for Saudi Arabia

Rebar Bender Shipment Notes for Saudi Arabia

Rebar Bender Shipment Notes for Saudi Arabia
1. Certification (Critical)
  • SABER (SASO) certification is mandatory. Two certificates are required: PCoC (Product Certificate, valid for 1 year) and SCoC (Shipment Certificate for each batch).
  • SCoC must be obtained before vessel departure. Late application after arrival will result in cargo detention, heavy demurrage or return.
  • The Saudi importer initiates the application on saber.sa. The supplier shall provide HS code, machine datasheet, motor nameplate, electrical schematic, risk assessment, test reports, nameplate draft and bilingual manual.
  • If contactors, inverters and motors fall under GCC regulated scope, GCC/GCTS certificate is additionally required.
  • Machinery safety shall comply with EN ISO 12100. Emergency stop, safety guards and warning devices must be fully equipped.
  • All nameplates and warning labels shall be printed in Arabic + English. English-only labels will be rejected during inspection.
2. Nameplate, Markings & Manual
  • Permanent metal nameplate: Model, power rating, voltage 230V/60Hz, IP grade, manufacturer, MADE IN CHINA, SABER certificate number.
  • Operation & maintenance manual: bilingual (Arabic + English), including installation, operation, lubrication, troubleshooting and safety instructions.
  • Shipping marks (main & side marks):
    • Mandatory: MADE IN CHINA (non-removable)
    • Content: Consignee, PO number, destination port, commodity: Rebar Bender, gross/net weight, outer dimension, package number
    • No Israeli logos, sensitive religious or offensive patterns. Arabic + English marks are recommended.
3. Packing & Wooden Packaging (ISPM 15 IPPC)
  • Solid wooden cases, pallets and wooden supports: IPPC stamp (HT heat treatment preferred). No bark or insect holes.
  • Plywood / multi-layer board frames: exempt from IPPC mark.
  • Anti-rust treatment for ocean shipment: apply anti-rust oil on shafts, gears and bearings. Wrap key parts with anti-rust film, then cover the whole machine with waterproof PE film before packing to avoid condensation corrosion.
  • Spare parts (blades, sleeves, seals) packed separately with waterproof bags, listed independently on packing list.
  • Bolt and fix machine base tightly to avoid deformation and collision during transit.
4. Customs Documents (All data must be consistent across documents)
  1. Commercial Invoice: Describe goods as Rebar Bender + model, quantity, unit price and total value. Show importer CR number. Do not under-declare value; Saudi ZATCA VAT audit is strict (15% VAT).
  2. Packing List: Separate list for main machine and spare parts, with NW/GW, volume and package count.
  3. Bill of Lading: Consignee info must match invoice and SABER system. Importer CR number to be shown on invoice and B/L if required.
  4. Certificate of Origin (CO), certified by CCPIT as requested.
  5. Electronic copies of SABER PCoC and SCoC.
  6. Supporting files: motor test report, electrical drawing, safety risk assessment, bilingual manual.
5. Electrical Configuration (Frequent failure point)

✅ Saudi standard: 230V/400V 60Hz

  • Option 1: Custom motor & inverter for 60Hz, marked clearly on nameplate.
  • Option 2: If supplied with domestic 50Hz unit, state clearly in contract: end-user to provide transformer/inverter, with written disclaimer.
  • Emergency stop, protective covers and foot switch protection must be complete. SASO inspectors focus on shear and crush hazards.
  • Cables, contactors and switches with GCC recognized reports are preferred to speed up SABER review.
6. Logistics, Tariff & Incoterms
  • GCC common tariff: generally 5% customs duty + 15% VAT, calculated on CIF value, subject to HS code.
  • Port notes: Jeddah (Red Sea), Dammam (Persian Gulf). Inland delivery to Riyadh incurs extra inland freight and customs warehouse charges.
  • Recommended terms: FOB / CIF. DDP is not recommended, due to complicated local tax and clearance rules.
  • Reserve enough time for SCoC approval (3–7 working days) before cut-off time.
7. Contract & After-sales Spare Parts
  • Clarify in contract: voltage & frequency, whether 60Hz motor is included, who is responsible for SABER application, document scope.
  • List spare parts separately on packing list and invoice. Do not hide spare parts inside main machine without declaration.
  • Agree spare parts delivery channel with client for fast site service.
8. Prohibitions
  • No Israeli-related words, logos or symbols on machine, package or documents.
  • Forged IPPC stamp and fake SABER certificates are strictly forbidden.
  • Do not omit safety guards and emergency stop devices.
